I don't want to submit payment with my application when I don't even know if I qualify yet. Is this required?

I think it is only required if you want to get temporary insurance which covers you while the insurance company is reviewing your information, otherwise, I don't think you have to send in a payment with your application.

I did not send payment until my application had been approved and I was able to review the policy.

What if I send in a payment with my application but then my rate goes up? Will I get my money back if I decide not to take the insurance?

If you are not satisfied with the rate offered or the insurance company is not able to offer coverage, you will get 100% refund. The refund does usually take 3 to 4 weeks to be received however.

You are not obligated to accept an offer by the insurance company.
