Boy I would think that when the economy is doing bad the insurance companies probably ain't gonna make much money. Everyone is saving their money so they ain't buying insurance as much. That will probably cause the insurance companies to RAISE the rates!! Watch out boy!

When the economy is bad sometimes the companies will lower prices to try to bring in more customers. Like WalMart just did.  Just get some quotes and see if a new policy will be cheaper. If it is then you could replace the old policy with a new less expensive one.
